Water Surcharge Shelved for Upcoming Meter Upgrade

Veblen, SD · October 5, 2026

Combines might take a breather under today’s heavy cloud deck, but county road planners are already getting straight to work. Expect plenty of movement around the area as the week gets rolling.

The Lead

Britton officials have hit the brakes on a proposed utility surcharge intended to help pay for the city’s $375,000 water meter replacement project. At the recent city council meeting, resident testimony led by Jeanne Ahlgren pushed leaders to rethink tacking extra fees onto monthly utility statements, arguing that rising household costs and alternative municipal spending made a surcharge untenable. Rather than passing the meter expense directly to ratepayers, council member Jerome Marlow directed the city attorney to redraft the water equipment ordinance to ensure the city assumes responsibility for meter and installation expenses. Council members are now exploring regional infrastructure grants through the Northeast Council of Governments to help offset capital outlays. The rewritten equipment ordinance returns to the council table for its first official reading next month.
