Phased Decorative Lawn Rules Open Door to Landscaping Rebates
Seal Beach, CA · October 21, 2026
Rain is tapping against the glass this morning, making it an ideal day to trade the beach trail for a dry seat inside. Mary Wilson Library even has all the moss and glass waiting if you feel like building an indoor terrarium this afternoon.
The Lead
The City Council has introduced Ordinance 1731, advancing local regulations under California's Assembly Bill 1572 to phase out the use of drinking water on purely decorative grass. The restrictions target nonfunctional turf in commercial complexes, civic parcels, and homeowner association common areas—sparing sports fields, parks, pet exercise spaces, and private residential lawns entirely.
Municipal properties face the earliest deadline on January 1, 2027, with public works crews already capturing roughly $266,000 in regional rebates to transform turf medians near the Tennis and Pickleball Center and the gateway at First Street and Pacific Coast Highway into low-water plantings. Commercial sites follow in 2028, while common HOA green spaces have until 2029 to comply.
The ordinance returns to the dais next month for second-reading adoption before the city distributes official guidance.
