The pivotal decision came down to property tax rates: council members rejected an initial 0.8470 millage proposal after the motion failed to secure the two-thirds supermajority required under Florida law to exceed state revenue growth caps.
Instead, council voted 5–2 to adopt the rollback rate, ending an extended discussion over a $109,000 difference that had sparked debate regarding community policing allocations and reserve funds. Under the certified $19.27 billion taxable property base, the rollback rate prevents the city from taking in additional tax dollars driven strictly by higher real estate assessments.
